He will be reunited with Jim Gannon, his former manager at Stockport, at London Road.
"Liam wants to be playing regularly," said Seagulls boss Gus Poyet.
"We cannot guarantee him that at this point in time so it will be good for him to play first-team football under a manager he knows well."
